Secondary Education Modernization Project I
Loan 1756 SRI (SF)

(Funded by Asian Development Bank)

The Objective of the Project is to improve the quality of secondary schools to raise national examination results for one million grades 10-13 students in 2,300 schools nationwide. Improved education will increase classroom learning and raise pass rates on national examinations. The Project will also improve access to these quality improvements for disadvantaged students through stipends and by upgrading existing secondary schools to full curriculum schools in disadvantaged areas. This will ensure that up to 50,000 additional students each year for 12 years will pass the grade 11 national examination. The Project will improve management and supervision throughout the national, provincial, and local education institutions so that teachers and principal will have greater control over classroom learning as it affects school efficiency.

Cost of Project

The Secondary Education Modernization Project (SEMP) has been implemented with effect from 01.01.2001 with the financial assistance of the Asain Develpoment Bank (ADB) and the Nordic Development Fund (NDF). The total investment of the project is Rs. 7220M* (US$ 76 M) from following funding sources:

Asian Develpoment Bank (ADB) Rs . 4750 M = US $ 50 M 66%
Nordic Development Fund (NDF) Rs . 665 M = US $ 7 M 9%
Government of Sri Lanka (GOSL) Rs . 1615M = US $ 17 M 22%
Beneficiaries Rs . 190 M = US $ 2 M 3%
Total Rs . 7220 M = US $ 76 M 100%

Major Project Components

  • Establishment of 1000 Computer Learning Centres.
  • Establishment of 2300 Multi Media Centres.
  • Establishment/Strengthening of 300 Science Laboratories.
  • Establishment of 36 On-site Environmental Laboratories.
  • Establishment of 30 Additional Computer Resource Centres at Zonal Level.
  • Rehabilitation of 54 Central Colleges in the Island.
  • Teacher/Staff Training Programme on Computer Assisted Learning, School Based Management (SBM).
  • Strengthening of National Examination Department Capacity on SBA and Item Banking.
  • Stipends for 50,000 Disadvantaged Students.
  • Career Guidance for Educational Opportunities.
  • Rehabilitation of 50 Suburb Schools to Ease Congestion in Popular Schools.
  • Rehabilitation of 114 Schools Affected due to floods in the Southern and Sabaragamuwa Provinces.
Supply, Delivery, Installation of multimedia Equipment for 106 Multimedia Units (MMUs) and for Selected Schools in the Provinces. Bids must be delivered on or before 1400 hours on 19 th February 2008.
